Background of the Study
Insurgency in Nigeria, particularly in the northeastern region, has posed significant threats to national security and local governance. Gwoza Local Government in Borno State has been severely impacted by the insurgency activities of groups such as Boko Haram, which have led to loss of lives, displacement of residents, destruction of property, and disruption of social and economic activities (Omar & Haruna, 2024). In response to this crisis, local governments in conflict zones have implemented security policies aimed at protecting citizens, reducing violence, and promoting peace. These policies often involve collaboration with state and federal security forces, local vigilante groups, and international partners.
Despite these efforts, the effectiveness of local security policies in combating insurgency in Gwoza has been a subject of debate. Challenges such as inadequate resources, lack of coordination between security agencies, and the persistent nature of insurgent attacks continue to undermine the effectiveness of security measures. This study seeks to assess the local security policies implemented in Gwoza Local Government, focusing on their impact in combating insurgency, improving security, and fostering community resilience.
1.2 Statement of the Problem
Despite various efforts to combat insurgency in Gwoza Local Government, insecurity remains a major challenge, with frequent attacks by insurgents leading to significant loss of life and property. The local security policies, although well-intentioned, have faced challenges such as insufficient funding, poor coordination, and limited manpower (Zubairu et al., 2024). This study seeks to assess the impact of local security policies on insurgency control and determine the barriers to their effectiveness in Gwoza Local Government.
1.3 Objectives of the Study
To assess the effectiveness of local security policies in combating insurgency in Gwoza Local Government, Borno State.
To examine the role of local security forces and community participation in improving security in Gwoza.
To identify the challenges faced by local security agencies in implementing security policies and propose solutions to enhance their effectiveness.

1.5 Research Hypotheses
Local security policies have significantly contributed to the reduction of insurgent activities in Gwoza Local Government, Borno State.
Community participation and collaboration with local security forces have enhanced the effectiveness of security policies in Gwoza.
Insufficient resources and coordination are major barriers to the successful implementation of local security policies in Gwoza.
1.6 Significance of the Study

1.7 Scope and Limitations of the Study
This study focuses on Gwoza Local Government, Borno State, and examines local security policies aimed at combating insurgency in the region. The scope is limited to evaluating the effectiveness of local security measures and identifying challenges faced by security agencies. Limitations include potential biases in data collected from local security officials and community members, as well as the ongoing nature of the insurgency, which may impact data accuracy.
